then plan overlays would look roughly like these. Los Angeles and Orange Counties should collaborate in this type of design, as the population center of the BAJA BIOREGION (coastal Southern California and Baja California Norte).

OCEAN AND GROUNDWATER: Groundwater basins in San Fernando, San Gabriel and Los Angeles overlap lines drawn five and ten miles from ocean desalinated water. Contamination of basin waters further limits these areas.

SLOPE: Plains and low slopes are best for underground housing, water pumping, rail, bike and foot travel.


SOIL: Lowlands are most fertile and irrigable.

WINTER SUN: Southern slopes and plains are swept in a low arc. Solar heat and electricity can be collected in these places.

COMPOSITE: Three areas most suitable for redevelopment are shaded.
